Money that was illegally collected from timeshare owners across the United States and used for political contributions will be paid back. The amount of money that must be repaid is $562,000, this is equal to the amount of illegal contributions that was collected by the U.S. vacation industry’s political fundraising arm. A deal was made between the vacation industry and the FEC that would give a payout to settle accusation of wrongdoing in the distribution and solicitation of over a million dollars in political contributions. A political action committee for the ARDA is also being forced to pay a civil penalty of $300,000, which is the largest fine the FEC has given since 2007.
The ARDA has recently released a statement admitting that they made some mistakes in the collection of their contributions. They said that these mistakes wee unfortunate and unintentional. They are now taking precautions to prevent this from happening in the future and to reconcile past errors. The ARDA is a huge lobbying group on Capitol Hill and has spent over $1 million to oppose mortgage reform legislation, which includes truth in lending requirements to timeshare buyers.
Most of the money that the ARDA Political Action Committees got came from thousands of timeshare owners who were paying their regular bills. The records sent to the FEC did not identify the individual contributors. The fee that most timeshare owners were paying was called the ARDA fee. Owners did not know what this fee was going to. Political contributions are supposed to be voluntary and some of their solicitations lacked that information according to the settlement. The settlement order was approved unanimously by a bipartisan commission on July 29 that contained six members. The Political Action Committee has 90 days to comply.
In Myrtle Beach there is a discussion going on about whether or not visitors taxes should be applied to people that are part of a timeshare property. There are supporters of this new tax being put into place because they feel that it could bring in millions of dollars for marketing efforts that promote the state’s tourism business However, the opponents of this new tax claim that timeshare owners have enough expenses to pay due to property taxes on condos and should not be charged similar taxes to what people staying in a hotel have to pay. They feel that if a person owns a timeshare in Myrtle Beach then it is the same as someone who owns property in the town.
Myrtle Beach contains around 6,000 timeshare units. This would mean that about 6,000 people would have to not only pay their normal property tax, they would also have to pay an accommodations tax. The supporters of this tax also try to emphasize that timeshares are a group ownership and not the same as an individual person that owns a vacation home. These accommodation taxes are collected and then spread out to different tourism groups throughout the state. This money is then used to improve tourist attractions and help advertise. This money would also be used to improve streets, beaches, and normal upkeep processes that help to keep the area clean.

Data released yesterday by the ARDA showed that occupancy rates in Hawaii for timeshare units averaged 90.8 percent in 2009. This is over 20 percent higher than Hawaii’s hotels.
This level of timeshare ownership is vital to Hawaii’s economy. The percentage of visitors who own timeshares that are travelling to Hawaii is expected to increase again this year. The timeshare business brings in millions of dollars a year for the Hawaiian economy. The state of Hawaii has over 8,000 units currently and another 4,800 planned timeshare units in the future. This growth has been great for the state as well as the resort industry. These timeshares are essential to the economy for reasons that may not be obvious.
With the current economic situation it was surprising that Hawaii was a travel destination that grew in the last year. It was one of the very few places in the United States that accomplished this feat in 2009. Some projects had to be put on hold in Hawaii but some organizations still expanded their timeshare units on the islands. The timeshare industry on a whole still generated billions of dollars last year and is responsible for many jobs in the United States despite the financial crisis.
